Not a universal one, but Wales has the strongest package of devolved support in Britain. The genuine routes to funded or cheaper solar in Wales in 2026 are:
- Nest (Warm Homes Programme): free energy improvements for qualifying lower-income households, and unlike most GB schemes the package explicitly includes solar panels: 348 Welsh homes had solar installed through Nest in its first six months alone.
- Green Homes Wales: interest-free loans of £1,000–£25,000 over up to 10 years for solar PV, battery storage, heat pumps and insulation, with a six-month repayment holiday and free whole-home advice.
- 0% VAT on residential solar supply and installation across the UK, worth around £1,000–£1,400 on a typical system.
- Smart Export Guarantee (SEG): 3–30p/kWh for exported electricity.
The scheme that does not fund solar is the one most advertised: the £7,500 Boiler Upgrade Scheme covers heat pumps in England and Wales, not solar PV.

Nest: free solar panels for qualifying households
Nest is the Welsh Government's flagship Warm Homes scheme, delivered by British Gas with the Energy Saving Trust. A home assessment decides the package of free improvements, which can include insulation, heating (including heat pumps), boiler repair or replacement where a home has no heating or hot water, and solar panels. Solar is not a token inclusion: 348 homes received solar through Nest between October 2024 and March 2025.
You qualify if you:
- ✓ Own your home or rent from a private landlord, and
- ✓ Receive a means-tested benefit or live in a low-income household, and
- ✓ Live in an energy-inefficient home, rated EPC E or below
Health condition route:
- ✓ EPC D or below qualifies where someone in the household has an eligible condition
- ✓ Respiratory disease (including COPD and asthma)
- ✓ Circulatory disease (including heart disease and stroke)
- ✓ Mental health conditions (including depression, anxiety, bipolar disorder)

Green Homes Wales: interest-free loans up to £25,000
Green Homes Wales, run by the Development Bank of Wales for the Welsh Government, is the scheme most Welsh homeowners will actually use. It lends £1,000–£25,000 at 0% interest over up to 10 years for energy improvements including solar panels, battery storage, heat pumps, insulation and glazing, with a six-month repayment holiday before payments start and fully funded expert advice to plan the right package. Since launching in October 2024 it has invested almost £12 million, with over £5 million of additional funding announced for 2026-27.
What that means for a typical system
A £7,500 4 kWp solar install financed over 10 years interest-free costs £62.50 a month, while a typical Welsh home saves roughly £50–£80 a month on electricity from the same system. Unlike commercial 0% offers built into inflated quotes, the loan is government-backed and the installer is paid the same either way.

The £7,500 grant is NOT for solar panels
Adverts for a “£7,500 government grant” in Wales are quoting the Boiler Upgrade Scheme (BUS), which covers air source and ground source heat pumps in England and Wales. It pays nothing towards solar PV panels or battery storage, and never has.

Residential solar supply and installation is zero-rated for VAT across the UK, including Wales, confirmed until at least March 2027. That is roughly £1,000–£1,400 off a typical system versus the standard 20% rate, applied automatically on your installer's invoice. Battery storage installed with the panels is also zero-rated.
Smart Export Guarantee
