Energy Grants for Pensioners & Over 70s: What You Can Actually Get
If you're a pensioner, over 70, or helping an elderly parent with their bills, there is more support available than most people realise. Some of it is completely free, including insulation, heating upgrades and in some cases solar panels, and some of it has no means test at all.
This guide explains every route: the free upgrades if you receive Pension Credit or have a lower income, the grants available to every homeowner regardless of income, and the Winter Fuel Payment rules for this winter.
Quick Answer
There are no age-specific energy grants in the UK, but pensioners often qualify for the most generous support. If you receive Pension Credit or your household income is under £36,000, the Warm Homes: Local Grant can fund insulation, heating and even solar panels completely free (England, EPC D-G homes). Similar free schemes run in Wales (Nest) and Scotland (Warmer Homes Scotland). Every homeowner, regardless of income, can also get £7,500 towards a heat pump and 0% VAT on solar panels.

Energy Grants for Pensioners: What's Available?
There are two main routes, and which one applies depends on your income and benefits, not your age.
Route 1: Free upgrades (Pension Credit or lower income)
If you receive Pension Credit (or another means-tested benefit), or your household income is under £36,000, government schemes can upgrade your home free of charge.
- Insulation (loft, cavity wall, solid wall)
- Heating upgrades, including heat pumps
- Solar panels, where the survey recommends them
- Home must be EPC rated D, E, F or G
Route 2: Grants for every homeowner (no means test)
Even with a comfortable pension and savings, you still qualify for support available to all homeowners, whatever your age or income.

- 0% VAT on solar panels and batteries
- Smart Export Guarantee payments for exported solar power
- Winter Fuel Payment (income under £35,000)
Not sure which route applies? If you or a family member receives Pension Credit, start with the free schemes: they cover the most work at no cost. If not, check whether household income is under £36,000 before assuming you don't qualify. Only after that should you look at the pay-and-claim options.
Free Energy Upgrades: The Warm Homes Schemes
The most valuable support for pensioners on limited incomes is the family of fully funded upgrade schemes under the Warm Homes Plan. These run alongside ECO4 (the supplier-funded scheme, extended until 31 December 2026) and continue after it closes. Each nation has its own version, and all three can include insulation, heating and solar PV at no cost to the homeowner.

Who qualifies (England: Warm Homes Local Grant)
You need to meet one of the financial conditions and both of the property conditions:
1. Benefits or income
Someone in the household receives a means-tested benefit (Pension Credit, Universal Credit, Housing Benefit and others), or gross household income is under £36,000 a year.
2. You own the home
The scheme is for privately owned homes. Private renters can sometimes be included through their landlord, and social housing has separate programmes.
3. EPC of D, E, F or G
The funding targets the least efficient homes. Most homes built before the 1990s without major upgrades fall in this band.
The Pension Credit advantage: savings of £25,000 or more normally rule a household out of the Warm Homes: Local Grant, unless someone in the home receives Pension Credit Guarantee Credit. For pensioners with modest savings, Pension Credit is the key that unlocks the scheme. If you think you might be entitled to Pension Credit but have never claimed, check first: it opens the door to free upgrades, and many eligible pensioners never claim it.
Funding is allocated through councils, so availability and waiting times vary by area. Councils work through applications in phases, and popular areas build queues. Apply early, and don't be put off if your council's first response is a waiting list: the scheme runs for several years.
Energy Grants for Over 70s
A question we hear constantly is whether there are special grants for people over 70. The honest answer:
No age-specific grants exist
No UK energy grant uses age as a qualifying condition. A 70-year-old and a 40-year-old homeowner face exactly the same rules. Any advert promising a special "over 70s scheme" is a sales pitch, not a government programme.
But over 70s often qualify more easily
Pensioner households are more likely to receive Pension Credit, more likely to have a lower taxable income, and more likely to live in older, less efficient homes. All three make it easier to qualify for the free schemes above.
In practice: if you're over 70, own your home, and receive Pension Credit or live mainly on the State Pension, you very likely qualify for free insulation and heating work, and possibly free solar panels. Many younger working households have no access to this level of support.
Can Pensioners Get Free Solar Panels?
Sometimes, yes, but only through the Warm Homes schemes, and only where the surveyor decides solar PV suits your home. There is no scheme that hands free solar panels to every pensioner in the UK, and any advert promising exactly that is a lead-generation tactic, not a government programme.
If you qualify for a Warm Homes scheme
Solar panels can be included in your free upgrade package. The scheme assesses your home and decides which measures it gets: insulation and heating come first, and solar is added where the property suits it. You can't demand solar on its own, but if it's included, it costs you nothing and you keep all the electricity it generates. Our free solar panels guide covers this route in full.
If you don't qualify for free upgrades

Watch out for "free solar for pensioners" offers. Some companies advertise free panels for the over 60s or over 70s to collect phone numbers, then pitch paid installations or finance deals. The genuinely free routes are the government schemes on this page, applied for through your council or the official scheme websites. No legitimate scheme cold-calls or door-knocks.
Winter Fuel Payment: The 2026 Rules
After two years of rule changes, the position for winter 2026/27 is straightforward again:
Who gets it
Everyone over State Pension age in England and Wales receives it automatically. No claim is needed for most people. Scotland pays its own equivalent, the Pension Age Winter Heating Payment.
How much
£200 per household where the oldest person is 66 to 79, and £300 where someone is 80 or over.
The £35,000 rule
If your individual taxable income is over £35,000 a year, the payment is recovered later through the tax system. Income below that, you keep it in full.
Worth knowing: the Winter Fuel Payment helps with this winter's bill, but the free insulation and solar schemes above cut every winter's bill. If you qualify for both, take both: they are completely separate and one does not affect the other.

If your income or savings rule out the free schemes, these apply to every homeowner, whatever your age or income:

- Work is completed at no cost to you
You never pay anything or claim anything back on the free schemes. If a caller asks for card details, it's a scam.
Heat pump grant & solar (all homeowners)
- Get quotes from MCS-certified installers
- For heat pumps, the installer applies for the £7,500 grant and deducts it from your quote upfront. You never handle the paperwork
- For solar, 0% VAT is applied automatically on the invoice
- After a solar install, sign up for a Smart Export Guarantee tariff to get paid for exported power

If you have never checked your Pension Credit entitlement, do that first: it is the single most valuable qualifier for free energy upgrades.
What if I'm not on benefits and my income is too high?
You still get the no-means-test support: the £7,500 Boiler Upgrade Scheme heat pump grant (£9,000 for oil/LPG homes until March 2027), 0% VAT on solar panels and batteries, and Smart Export Guarantee payments for exported solar power. None of these check income, savings or age.
How much is the Winter Fuel Payment and who gets it?

Do the free schemes cover windows, doors or a new boiler?
The Warm Homes schemes focus on insulation, low-carbon heating and solar. Like-for-like gas boiler replacements are generally not funded any more; the direction of funding is heat pumps. Windows and doors are occasionally included where a survey identifies them, but they are not a standard measure, so be wary of adverts promising free windows for pensioners.
How long does it take to get free upgrades?
It varies by council and scheme. Funding is released in phases, and busy areas build waiting lists, so expect months rather than weeks between applying and installation. Apply as early as possible, and treat the wait as normal rather than a rejection.
